TUFA Leads High-Level Capacity Building for RDO

At The Universe for All Initiative (TUFA), we believe that strong institutions are the foundation of sustainable community development. In a significant step toward advancing institutional effectiveness, TUFA recently facilitated a high-level Capacity Building Workshop on Organisational Structure and Governance for the Rural Development Organization (RDO).

Held on April 2nd, 2026, at the RDO Conference Hall in Mafinga, the workshop was expertly led by TUFA’s CEO, Mr. Nemes Temba, following a strategic request from RDO. The session brought together 17 key decision makers drawn from RDO’s Annual General Meeting (AGM), Board of Directors, and Management Team.

Collaboration in Action 

This successful engagement is a direct realization of the commitments outlined in the RTM Consortium Memorandum of Understanding (MoU). This strategic alliance between TUFA, RDO, and MUYOWIRUDE is designed to strengthen collaboration, share expertise, and enhance institutional capacities across our organizations. By leading this workshop, TUFA practically demonstrated our consortium’s commitment to translating agreements into impactful, on-the-ground action.

Expert Facilitation for Operational Excellence 

A critical need for many NGOs today is aligning their organizational structures with strategic goals while ensuring compliance with Tanzania’s NGO legal framework. Through interactive sessions, TUFA helped participants bridge the gap between governance theory and practical management.

By critically analyzing RDO’s existing structure, TUFA guided the team in identifying and addressing several key institutional challenges:

  • Overlapping roles between the Board and Management.
  • Unclear reporting lines across the organization.
  • Weak positioning of human resource functions.

Co-Creating a Best Practice Structure 

Leveraging TUFA’s governance expertise, the participants co-developed a refined organizational model. We established clear distinctions to promote accountability, efficiency, and clarity:

  • AGM recognized as the supreme decision making organ.
  • Board of Directors tasked with providing strategic oversight.
  • Executive Director empowered to lead implementation.
  • Functional Departments established to ensure operational efficiency.

This highly participatory approach went beyond just sharing knowledge. It resulted in a clear roadmap for institutional improvement and concrete actions, including the adoption of an improved organogram, the development of clear job descriptions, and the strengthening of reporting systems.
